Howard Alan Pohl is a Senior Attorney in the Florida Department of Financial Services – Division of Insurance Fraud appointed in November 2010 by Chief Financial Officer Alex Sink and reappointed by Chief Financial Officer Jeff Atwater. Howard’s duties include providing legal counsel and advice to law enforcement officers and prosecutors in the investigation and prosecution of insurance fraud and related crimes, including structuring cases and charges, reviewing and assisting in investigations, reviewing/drafting probable cause affidavits for arrest and search warrants, drafting legislation, devising plea strategies and training. Prior to the appointment, Howard was a Chief Assistant State Attorney for the 11th Judicial Circuit of Florida, in and for Miami-Dade County. Originally hired by former United States Attorney General Janet Reno in 1982, Howard’s duties and responsibilities as a Chief Assistant included the overall supervision of a third of the Felony Trial Division and Senior Trial Counsel handling all of the felony and major crime (homicide) cases in Miami-Dade County, Florida, the Economic Crime Special Prosecution Unit, the Mortgage Fraud Special Prosecution Unit, the supervision of the Child Support Enforcement Division for Miami-Dade County including over 400 employees and a budget in excess of $15 million; liaison with the United States Attorney’s Office in the handling of violent crimes and dual jurisdiction cases; supervision of the Office’s litigation and technical support unit and numerous other administrative and fiscal matters. During Howard’s 28 years in the State Attorney’s Office, he has prosecuted thousands of felony cases and has served in the Felony Trial Division and Economic Crimes Division, as well as served as Division Chief of the Sexual Battery/Child Abuse Unit, Division Chief of the Career Criminal/Robbery Unit and the Office’s First Deputy Chief Assistant.

Howard received his Juris Doctor from Cornell University Law School in 1982 having graduated Summa Cum Laude with a B.S.B.A. in Accounting from Georgetown University in 1979. He is admitted to The Florida Bar, The Supreme Court of the United States, the District of Columbia Court of Appeals, the United States District Court for the District of Columbia, the United States Court of Appeals for the District of Columbia and the United States District Court for the Southern District of Florida-General & Trial Bars. He also holds an active Certified Public Accountant license in Florida.

Howard has been a member of the American Bar Association since 1982, served on ABA’s Government and Public Sector’s Lawyers Division Executive Council for a number of years having been nominated by the Florida Bar and is a Charter Member of The Florida Bar’s Government Lawyer Section, having served in all of the officer positions. He is a past Chair of the Section. His professional service and affiliations include having served on the Board of Directors of the National Network of Children’s Advocacy Centers, the Advisory Board of the American Prosecutors Research Institute, Chair of The Florida Bar Eleventh Judicial Circuit Grievance Committee “N”, Member of The Florida Bar Eleventh Judicial Circuit Unlicensed Practice of Law Committee “D” and a Consultant for Aspen Systems Corporation to the Office of Juvenile Justice and Delinquency Programs.
